An update on nVCC contractor parking concerns

We wanted to provide an update on the concerns regarding contractors working on the new Velindre Cancer Centre project parking in residential areas.

While the vast majority of the workforce continues to use designated parking facilities and approved travel arrangements, the project team recognises that a small number of vehicles continue to park within surrounding residential areas. We understand the frustration this can cause for local residents and want to reassure the community that this matter remains a priority for the project team.

A range of mitigation measures remain in place, including:

  • Dedicated workforce parking facilities for project personnel
  • Regular communications and reminders to the workforce regarding parking expectations
  • Monitoring of reported vehicles and investigation of concerns raised by residents
  • Monitoring by members of the project team during arrival times where possible
  • Additional measures under development to improve vehicle registration tracking and workforce compliance monitoring

It is important to note that, whilst Sacyr can investigate concerns and act where vehicles are identified as belonging to the workforce, Sacyr does not have any legal powers to enforce parking restrictions on the public highway. Parking within residential streets is not illegal, where no parking restrictions are in place, and enforcement responsibilities rest with the relevant authorities.

On Wednesday September 30 2026, representatives from Sacyr UK and the Velindre University NHS Trust project team met with residents to discuss workforce parking and the measures being undertaken to help minimise impacts on nearby communities.

During the meeting, Sacyr's Stakeholder Engagement Manager delivered a presentation outlining the challenges associated with workforce parking and provided attendees with a greater understanding of the steps being taken.

The project team remains committed to working collaboratively with residents, elected members and local stakeholders to understand concerns, investigate reports and identify practical solutions wherever possible. We would like to thank everyone who attended the meeting and contributed to the discussion.

These drop-in meetings take place on the last Wednesday of every month at 19 Park Road from 6pm to 7pm. These meetings are an opportunity to ask the team any questions you might have and get updates on the project.

Residents can continue to report parking concerns directly to the Sacyr team at khathaway@sacyr.com.

All information received will be reviewed and investigated where possible.

We appreciate the continued support of the local community as construction of the new Velindre Cancer Centre progresses ahead of opening in spring 2027.
