Sacyr to expand the PY02 route concession (Paraguay) by €163 million

  • New access points represent a historic transformation in terms of mobility for the capital, Asunción, and mark the construction of the city’s first rapid access system.
  • The expansion of Route PY02 will significantly improve connectivity, reduce travel times, and enhance the quality of life for more than one million people entering Asunción.

The Paraguayan Ministry of Public Works and Communications has signed an addendum to the PY02 Route concession with the Rutas del Este Special Purpose Vehicle, led by Sacyr Concesiones (60%) and Ocho A (40%), which will expand the Route to improve connectivity between the capital, Asunción, and the interior cities. With this addendum, the company will invest an additional USD 180 million (EUR 163 million).

The project consists of a structuring highway system, which includes major works, such as the  Variantes de Ypacaraí - Areguá and a 3.6-km elevated urban highway with two carriageways and four lanes that will connect Ñu Guasú and Silvio Pettirossi Avenues, in addition to two new connections to the PY02 Route, which are essential for improving access between the capital and the interior:

  •  The first connection begins at kilometre 41 of Route PY02 and improves accessibility through Ypacaraí, Patiño, Areguá, and Luque.
  • The second connection begins at kilometre 43 and will improve accessibility via San Bernardino.

Both corridors will be fully integrated to establish a more efficient system by which to enter and exit the metropolitan area.

Large-scale urban intervention

“This is the largest urban intervention project in Paraguay’s history. It will have a major impact nationwide and reaffirm the role of Asunción as the political and economic heart of the country”, said the president of Paraguay, Santiago Peña, at the contract signing ceremony.

The new highway system will benefit seven cities: Asunción, Luque, Areguá, Ypacaraí, San Bernardino, Nueva Colombia, and Emboscada.

Rutas del Este

Full operation of Route PY02 (151 kms) began in June 2023. This roadway runs from kilometre 36 in the city of Ypacaraí to kilometre 187 in the town of Caaguazú.

The Rutas del Este consortium was awarded the concession to duplicate and expand Route PY02, which required an investment of roughly USD 520 million. This is one of the most important roadway projects in the Eastern Region and the first in the country to be executed as a Public-Private Partnership.

The corridor impacts 11 municipalities in three of Paraguay’s departments. The concession encompasses the design, financing, maintenance, and operation of the roadway over a 30-year period.
