Mandatory Internal Human Rights Training

In July, Sacyr launched mandatory human rights training for all employees globally, available in both Spanish and English through the Explora training platform. This initiative seeks to raise awareness and train the entire workforce on the fundamental principles of human rights, their application in the workplace and their relevance to business operations.

The training was relaunched in October to ensure wider coverage. This action demonstrates Sacyr's commitment to internal education and the integration of human rights into its corporate culture.

Present at Global Compact meetings

We attended as a voting company at the Ordinary General Assembly of the United Nations Global Compact and as participants in the 10th European Peer Learning Meeting on Business and Human Rights,

On 22 May 2025 Sacyr participated as a voting company in the Ordinary General Assembly of the United Nations Global Compact. This event is key to strategic decision-making within the Spanish Global Compact network, and Sacyr's presence reflects its active involvement in the governance processes that define the direction of corporate sustainability in Spain.

By participating in this assembly, Sacyr reaffirmed its commitment to the universal principles of human rights, labor, environment and anti-corruption, fundamental pillars of the Global Compact.

 

Meeting in London

In October this year, a representative of the Sacyr Foundation also participated in the 10th European Peer Learning Meeting on Business and Human Rights, held in London. This event, organized by the UK Global Compact Network together with other European networks, brought together leading companies such as Inditex, Indra, Acciona, Iberdrola and Sacyr.

The event addressed key issues such as due diligence, transparency, inclusive participation and mitigation of legal and financial risks.

Sacyr had the opportunity to share experiences, learn from other European companies and reinforce its position as a company committed to responsible business conduct. These types of meetings are essential to move towards a fairer, more sustainable economy that respects human rights.

Successful implementation of the Sustainable Suppliers program

Sacyr has participated in the II (2024) and III (2025) editions of the Sustainable Suppliers program to collaborate in its transition towards more sustainable business models.

The Sustainable Supplier Training Program of the UN Global Compact Spain, ICEX and Fundación ICO has facilitated the training of more than 2,300 SME suppliers from more than 72 countries.

This program provides them with knowledge and resources on corporate sustainability, as well as help in complying with the requirements of the national, European and international regulatory frameworks on the subject.

In the latest edition, this year, 40% of our suppliers have completed the training, joining the other 48 large companies that have promoted sustainability training in their respective supply chains.

This initiative was launched in 2023 with the aim of training SME suppliers of large companies in the key principles of the UN Global Compact and the Sustainable Development Goals (SDGs). Since its inception, the program has managed to train more than 5,000 supplier companies in the integration of sustainable practices into their business models.

This edition has stood out for the high level of satisfaction among the participating SMEs, as 91% of them consider that the training has been useful for their company, which underlines the confidence and effectiveness of the initiative.

For Sacyr, the impact of responsible management in its supply chain is very relevant, as it is the main barrier that large companies encounter when promoting sustainability.

2nd Edition of Business & Human Rights

The Sacyr Foundation also participated in the 2nd Edition of the Business & Human Rights Accelerator, along with 56 other companies in Spain.

This innovative six-month program is designed to train companies from all sectors and regions in the implementation of effective human rights due diligence processes.

Through practical tools and expertise, companies can ensure that their operations respect and promote human rights, contributing to the development of a more ethical and sustainable business environment.

The Business and Human Rights Accelerator program is part of the pioneering international outreach programs that the UN Global Compact offers companies to achieve real and effective action on key aspects of the 2030 Agenda and the Ten Principles of the Global Compact.

Sacyr Water, selected to develop Chile’s first ever desalination plant under a P3 model

  • The desalination project, located in Coquimbo, foresees an investment of close to 318 million dollars and will benefit more than 540,000 people.
  • The plant will have an initial production capacity of 800 liters per second, with the possibility of expanding to 1,200 liters per second.

Sacyr Water has been selected for the concession award for the design, financing, construction, and operation of the new desalination plant in Coquimbo (Chile), in the north of the country.

It is the first desalination plant for human consumption in the Coquimbo region, a project promoted by the General Directorate of Concessions of the Ministry of Public Works (MOP) to guarantee water supply in one of the areas most affected by drought in the country.

 

Investment and expansion

This project is the first desalination project awarded under a P3 scheme in Chile and foresees an estimated investment of $318 million. The desalination plant will have an initial capacity of 800 liters per second (l/s), with the possibility of expansion to 1,200 l/s, and will directly benefit more than 540,000 people in the communes of La Serena, Coquimbo, and Ovalle.

The project also includes the construction of a desalinated water pipeline of approximately 60 kilometers, pumping stations and a regulation pond, which will allow an efficient and safe distribution of water resources.

Sacyr in Chile

Sacyr has been present in Chile since 1996 and has developed projects in its three key areas: Concessions, Engineering and Infrastructure, and Water. Currently, it operates 5 airports, 11 concessioned routes, 7 hospitals in different stages of development and sanitary plants that cover the complete water cycle. 

The construction of a pioneering and sustainable water reuse and treatment plant in Antofagasta has recently begun, marking a significant initiative in Latin America.

With activities in 14 of the country's 16 regions, Sacyr generates more than 4,100 direct jobs, reaffirming its commitment to sustainable development and the well-being of communities.

We held a meeting on Human Rights

Sacyr hosted the Human Rights Labs held on June 18 at our offices in Condesa de Venadito (Madrid). This event became a collaborative work space organized by Fundación SERES and CONESE, which brought together companies such as Repsol and Mutua Madrileña, as well as representatives from different Sacyr departments.

The event was attended by Elisabeth de Nadal (Cuatrecasas), Begoña Morales Blanco-Steger (CONESE), and Miguel Barboza (Business & Human Rights Resource Centre), who addressed issues such as the CSDDD omnibus package, the role of civil society and regulatory advances in due diligence.

From Sacyr, the CSR Department shared the company's internal experience in human rights. In addition, those responsible for communication and social issues in Chile, Colombia, Peru and Brazil also participated, which enriched the dialogue with an international and multi-sectoral perspective.

This meeting reaffirms Sacyr's commitment to co-creation, shared learning and progress towards a fairer business model aligned with social expectations.

Binningup Desalination Plant: one of the world’s best desalination plants

The Southern Seawater Desalination Plant (SSDP) uses some of the most cutting-edge operating and maintenance practices.

Binningup Desalination Plant

The Binningup Desalination Plant is one of our great achievements in Australia. The project includes the construction, operation, and expansion of the plant. 

This plant's first construction phase was inagurated in 2011, which can produce 306,000m3/day of drinking water, meeting 17% of the water requirements of the entire population of Perth. 

With a team of more than 30 people, Sacyr Agua and its partners deliver high quality management, meeting the most stringent standards and using the very latest practices in the running and maintenance of this facility.

Over the past few years, the plant has produced more water than required by the client, the Water Corporation of Western Australia. The desalination plant also has an excellent health and safety record, as reflected in the risk statistics published by the Water Corporation and Southern Seawater Alliance. The measures implemented to maintain all favorable KPI indicators for safety include bi-monthly safety meetings and monthly internal audits.

We minimize environmental impact

Sustainability, productivity, and innovation are the hallmarks of the Binningup Desalination Plant. In the first stage of development, we used non-invasive marine construction technology with intake pipes and discharge via tunnels. We also took into account the surrounding architecture and landscape, monitoring of marine and land species (such as the Possums corridor), operating checks, and the policy of not using chemical products in pre-treatment.

The Southern Seawater Desalination Plant (SSDP) is located approximately 1,300 meters inland from the coastline. It includes an 8-meter high verge that runs 1,100 meters around the perimeter to conceal the Plant from nearby residents and minimize sound and light pollution. The plant is also run using 100% renewable energy.

The Southern Seawater Desalination Plant (SSDP)  was named one of the top 100 most innovative infrastructure projects in the world by the consultancy and audit firm KPMG in its report ‘Infrastructure 100: World Markets Report 2014’. 

It has also received accolades such as ‘Desalination Plant of the Year’ at the Global Water Awards 2012, the ‘Western Australia Engineering Awards’ (overall winner, infrastructure & building winner, management of engineering winner) and the ‘Commercial Architecture Award’ from the Institute of Architects Western Australia. Finally, it was considered Project of the Year by the Australian Institute of Project Management.

ACM3S

This Sacyr Maintenance-led project consists of designing an autonomous system for handling traffic cones on roads to carry out lane cutting operations without human intervention.

The ultimate goal is to develop a device with industrial robotic technology and precise positioning for, on one hand, proper lane signaling and, on the other hand, automated cone placement/removal, ensuring total safety during the operation. Additionally, this project transforms safety standards on our roads and helps to avoid the presence of vulnerable users, a major priority within Sacyr.

We manage challenges, we add challenges that change lives.

In 2025 we will add new milestones with the takeover and start of operations of the Desierto de Atacama Airport; the Bosques del Itata and Ruta 68 to the coast concession, the second concession of the emblematic project for connectivity between Santiago and Valparaíso, which represents the largest tender in the history of the concession system, with an investment of over US$1.6 billion.

At Sacyr Agua, we will start the Antofagasta Wastewater Treatment and Marketing Project, the largest wastewater reuse infrastructure project in Latin America and a great challenge for the development, growth and improvement of the quality of life of the people in the region. In addition, Sacyr Ingeniería e Infraestructuras is close to completing important works such as the New Railway Bridge in the Biobío region and we will begin the execution of the Alameda - Melipilla Railway Project, which includes a new railway track, construction of stations and overpasses.

We also made progress in the construction of the Buin Paine and Sótero del Río hospitals, medium and high complexity health facilities that will benefit a large population of the capital.
